May apply to you
We do not recommend these until you answer the questions.
Why you see this The requirements: academics, 48 months of experience with the CBA, English, good character, and the NPPE.
An engineering degree with four or more years of experience: apply for Professional Licensure. PEGNL strongly recommends this, as it opens the CBA and NPPE registration.
Less experience: apply as E.I.T.
For questions the FAQ does not answer, book an appointment with PEGNL staff.
How you know it is done When you know which application type you will choose in the portal.
Why you see this In Newfoundland and Labrador the application comes before the WES report.
Comes after:
Start at members.pegnl.ca. Answer the questions that set your application type carefully; the wrong type delays the decision.
List every jurisdiction where you are registered or have applied, and answer the good-character questions honestly, with details for any “Yes”.
Upload two valid government IDs in your full legal name, together showing a photo, date of birth and signature. Non-Canadian IDs, such as a passport, are accepted.
If your employer provides engineering services to others in NL, it needs a Permit to Practice.
Why you see this With a science degree or technology diploma: either the limited licence, or the deficiency exam program toward P. Eng.
The limited licence needs a science degree or engineering technology diploma, at least eight years of experience and a defined scope. Read the Limited Licensure page.
How you know it is done When you know whether it fits. This roadmap does not track it.
Why you see this The programme is for forcibly displaced people who studied in a programme country, live in Canada or the US and cannot obtain official records.
You need copies of your diploma or transcript.
Access is through a partner organisation that confirms your eligibility. Ask your local settlement agency.
Ask PEGNL in writing whether it accepts a Gateway report for licensing, and which report type.

The partner organisation
How you know it is done When the partner organisation confirms eligibility and PEGNL confirms in writing that it accepts the report.
Why you see this PEGNL accepts the WES report only after the application is submitted.
Comes after:
Order a Course-by-Course evaluation with PEGNL as recipient (in AccessWES: “Professional Engineers and Geoscientists NL”). The report must show the degree as AWARDED.
You cannot hand in transcripts or WES reports yourself, sealed or not.
If you claim experience credit for a master’s or PhD, PEGNL needs those transcripts too. Keep course descriptions ready in English; they may be requested.
If you studied in Sudan: WES asks for an official English transcript sent by the university and a copy of the degree certificate in English uploaded to your account. Write your WES reference on every document and do not send originals.

How you know it is done When WES confirms your order and all documents are received.
Why you see this The ball is with WES. PEGNL also accepts WES Gateway reports.
Comes after:
Watch your checklist at members.pegnl.ca until the report shows as received.
Published processing time: WES: about two weeks for verification and two for evaluation (up to four if complex). (the body’s time, not your own time to complete)
How you know it is done When the report shows as received on your checklist.
Why you see this Sudan is not a Washington Accord signatory, so the degree is assessed and exams may be assigned.
Comes after:
Answer PEGNL’s requests (such as course descriptions) in the time given.
Do not chase status before the published time has passed: repeated messages slow everyone down.
A deferral pending exams or information is not a refusal. If exams were assigned, record that here.
When you receive the letter, record it here.
Published processing time: PEGNL: a letter with a decision or instructions 8–10 weeks after all documents are in, with delays likely. The legal maximum is 50 business days. (the body’s time, not your own time to complete)
How you know it is done When you receive PEGNL’s written letter.
Why you see this A small set of exams from the Engineers Canada syllabus, with ways to have them waived.
Comes after:
Waiver routes: a graduate degree in a related field from a recognized accredited institution, seven or more years of engineering experience (referral to the waiver committee at PEGNL’s discretion), passing the FE exam, or after passing half the exams.
Register in the PEGNL portal; choosing the right exams is your responsibility. Exams are online with eProctor.
Spring/Summer 2027: register by January 25, 2027; sittings April 12 to June 30. Dates may change.
Failing a confirmatory exam makes that area deficient, and a deficiency program may follow. You are expected to finish within three years.
Why you see this The notice comes in writing with reasons, and you may request a review.
Comes after:
Board review: write to the Registrar within 30 days of receiving the notice and reasons, with your reasons. The review is done by a body other than the one that decided, and you may attend with counsel.
The Fair Registration Practices Regulations allow 30 business days to request an internal review, and the Engineers and Geoscientists Regulations, 2024 allow 30 days to request a board review; filing within 30 calendar days is the safe choice.
A deferral has no review: complete what is asked. Assigned exams cannot be appealed.
The Fair Registration Practices Office (FairRegistration@gov.nl.ca) reviews whether PEGNL followed the law, but does not overturn decisions.
If this route does not work, look at the limited licence (Eng. L.).
How you know it is done When you have chosen your next step. This roadmap does not track the review.
Why you see this If you applied as E.I.T., this is your registration. If you applied for P. Eng., interim E.I.T. registration is offered while you finish.
Comes after:
Use the E.I.T. designation and work supervised and directed by a professional engineer.
Renew every year (renewal opens in early November). You may not stay an E.I.T. more than six years without board approval.
When you receive the decision, record it here.
Fee: CAD 160 plus tax · Annual E.I.T. fee (plus HST; halved if registered after June 30) · PEGNL
How you know it is done When PEGNL enters you on the register as an E.I.T.
Why you see this 48 months of experience (72 on the deficiency route); international experience counts.
Comes after:
Create an account at competencyassessment.ca with your member or application-in-progress number. E.I.T. applicants get access after approval.
Rate yourself on the 34 competencies with a work example for each. The eight Canadian environment competencies must reach the minimum; international examples are accepted if you explain equivalence and the Canadian codes you would have used.
At least four validators: one direct supervisor and two P. Eng. or equivalent. Any validator who is not a Canadian-registered P. Eng. needs a CV.
Without a P. Eng. at work, find a mentor in your network and tell PEGNL; if you cannot, send your CV and ask for help.
A master’s gives up to one year and a doctorate one more; with pre-graduation experience, at most two years.
Why you see this PEGNL accepts one or more of several methods.
Comes after:
A degree completed in English, an exam assigned by PEGNL (such as the NPPE), comments from licensed validators, or a language test: IELTS 6.5, TOEFL 90 or CAEL 70.
If that is not enough, PEGNL may interview you or ask for a course or test.
How you know it is done When PEGNL accepts your English proficiency.
Why you see this You need a professional licensure application in process or E.I.T. registration. PEGNL recommends 24 months of experience first.
Comes after:
Pay in the PEGNL portal before the registration deadline. About two to three business days after the registration deadline, PEGNL emails booking instructions for Meazure Learning.
Once booked, deferrals are not normally allowed. After three failures you wait 12 months, and 12 more after each later failure.
If the NPPE is your only remaining requirement, finish it within 12 months of PEGNL’s notice or the application closes.
Why you see this The application is complete once academics, experience, the NPPE, English and good character are accepted.
Comes after:
PEGNL may ask for a certificate of conduct, a criminal record check or references.
When you receive the decision, record it here.
Published processing time: PEGNL: 8–10 weeks after the application is complete, with delays likely. The legal maximum is 50 business days. (the body’s time, not your own time to complete)
How you know it is done When you receive a written decision.
Why you see this PEGNL charges the annual fee after approval.
Comes after:
Stamp: physical $90 or digital $25 (plus HST).
Registration expires December 31. Invoices come in early November; late renewal means suspension and a 15% reinstatement fee.
Professional development: at least 30 hours a year, including two of ethics and one of regulatory learning.
If you provide engineering services outside your own organization, you need a Permit to Practice ($300 to apply), and permit holders must carry professional liability insurance.
Fee: CAD 319 plus tax · Annual P. Eng. fee (plus HST; halved if licensed after June 30) · PEGNL
How you know it is done When you appear on PEGNL’s register as P. Eng. and the year’s fee is paid.
Why you see this The notice comes in writing with reasons, and you may request a review.
Comes after:
