Why you see this It compares your degree with files OIQ has analysed before and shows the likely route and exams if it finds a match. The result is guidance only.
Comes after:
Open preadmission.oiq.qc.ca/fr and accept its terms of use.
Answer: not licensed in another province, the country (Sudan, «Soudan»), your university, degree, field and graduation date.
If it finds a match, it shows the likely route and exams.
If it finds no exact match, your degree will be assessed individually: follow the «Diplômés internationaux» page and the official application.
In October 2026 the guide listed only two Sudanese universities analysed before (Khartoum and Gezira), so your degree will most likely be assessed individually. The result is guidance only; the official decision comes from the admission application.
How you know it is done When you have seen the guide’s result and know whether there is a match or an individual assessment.
Why you see this OIQ says the admission committee generally refuses degrees such as chemistry, biochemistry, physics, biology, microbiology, geology, geography, geomatics, agronomy, architecture, urban planning and environment, and a university degree outside engineering without an engineering master’s or PhD. The admission fee is not refunded.
Comes after:
Read the «Diplômés en sciences appliquées» page and the list of refused degrees in the admission form.
Try the free Guide de préadmission before applying.
If your degree is on that list, look at other provinces’ roadmaps or related professions before paying.
Why you see this The programme is for forcibly displaced people who studied in a programme country, live in Canada or the US and cannot obtain official records.
You need copies of your diploma or transcript.
Access is through a partner organisation that confirms your eligibility. Ask your local settlement agency.
Ask OIQ in writing whether it accepts a Gateway report for licensing, and which report type.

How you know it is done When the partner organisation confirms eligibility and OIQ confirms in writing that it accepts the report.
Why you see this OIQ advises starting with it because it takes time. Quebec’s MIFI comparative evaluation does not replace it.
Comes after:
On WES: Canada, Standard Application, add “Ordre des ingénieurs du Québec” as recipient and choose ICAP Course-by-Course, for every degree from outside Canada.
If you already have a WES file (such as an immigration ECA), ask WES to update it to ICAP Course-by-Course.
If you studied in Sudan: WES asks for an official English transcript sent by the university and a copy of the degree certificate in English uploaded to your account. Write your WES reference on every document and do not send originals. Enter your university and degree in the Required Documents tool and follow its list.

How you know it is done When WES confirms your order and all documents are received.
WES lists OIQ as a Gateway referral partner in Quebec, but OIQ’s pages do not say whether it accepts a Gateway report: ask OIQ in writing before ordering one. A Gateway report takes about 15 business days, its documents are not authenticated, and it can later be upgraded to Course-by-Course.
Published processing time: WES: about two weeks for verification and two for evaluation (up to four if complex). (the body’s time, not your own time to complete)
How you know it is done When WES has delivered the report to OIQ.
Why you see this OIQ needs course descriptions in addition to the WES report, to assess the content of your studies.
Comes after:
A detailed description (not just a course list), as it was when you studied, with the university seal, or sent by the university directly to OIQ with your name in the email. You may also give OIQ the link to the descriptions on the university website.
Descriptions must be in English or French. If you graduated more than five years ago, get proof from the university that the program content has not changed; if that is impossible, ask OIQ before applying which other proof it accepts.
If the university does not answer: send OIQ proof of your attempts (such as emails). As a last resort you can apply without descriptions, but those courses will not count; relevant work experience may fill the gaps.
How you know it is done When you hold sealed descriptions, the university has sent them, or OIQ has your proof of attempts.
Why you see this OIQ processes only complete files; documents for an incomplete file are not kept.
Comes after:
A digital copy of your birth certificate or passport (driver’s licences and health cards are not accepted), a current CV, and proof of French if you have it.
Complete the concordance table for degrees from outside Canada, and a summary form for each thesis, internship or final project.
Any document not in English or French needs a translation certified by an OTTIAQ member or an equivalent recognized authority outside Quebec.
How you know it is done When every document is ready as a PDF.
Why you see this OIQ says some degrees are generally refused, such as college-level studies (BTS, DUT), a master’s in engineering project management, and degrees in architecture, biology, chemistry, geology and physics.
Try the Guide de préadmission and read the list of refused degrees in the admission form.
How you know it is done When you know whether your degree can be accepted.
Why you see this Once WES, the course descriptions and documents are ready.
Comes after:
Engineering degree from outside Canada: apply online in the candidate portal. If your university is not listed, or you have refugee status, use the paper Type 4 form and write the discounted amount. Applied sciences: the Type 5 form.
Send all documents in one email as PDFs, with your full name, file number and a short list of attachments.
Answer the three declarations (criminal, disciplinary or penal decisions) honestly and attach the matching form for any “yes”. OIQ’s pages do not ask for a police certificate with the application.
If OIQ asks for experience to fill gaps, enter it in the portal. Your sponsors (répondants) have six weeks to evaluate it; anything not evaluated does not count. Contact them early.
Tax on the admission fee is unclear on OIQ’s pages: check the total in the portal before paying, or ask the admission service.
Fee: CAD 1010 · Admission fee, engineering degree from a country without an agreement (Type 4, non-refundable; refugees 50%) · Ordre des ingénieurs du Québec
Why you see this There is a revision, a re-examination with new elements, and a free complaint.
Comes after:
Révision: if you disagree and have nothing new, you have 30 days from receiving the decision. Send the form with your reasons to traitementdossiers@oiq.qc.ca; the $255 fee is not refunded.
Réexamen: if you have new elements, such as missing course descriptions or experience certified by a sponsor.
A complaint to the Commissaire à l’admission aux professions: an independent government body; the complaint is free.
How you know it is done When you have chosen your next step. This roadmap does not track the review.
Why you see this A partial equivalence lists gaps to cover before the deadline in your decision. You can already register in the CPI program.
Comes after:
Admission exams are in Montréal twice a year (usually early May and November), three hours, open book with a non-programmable calculator, in French unless an exception applies. The pass mark is 50%; OIQ advises at most three exams per session.
Instead of an exam, an equivalent university course may be accepted (some are pre-approved; ask OIQ first for others). If you lack design credits, there is OIQ’s design training: its exam is two hours, 50 multiple-choice questions, 60% to pass, at OIQ’s offices on weekdays. Its fee is not published; check the fee grid or ask OIQ.
After two failures in the same exam, an equivalent course is required.
Check the admission exams page each session for dates and the registration form. Extensions are one year at a time (two at most) with clear progress, for a $255 fee.
Published processing time: OIQ: May results usually before June 24, November results before December 24, by email. (the body’s time, not your own time to complete)
How you know it is done When OIQ confirms total equivalence (your technical equivalence date).
Why you see this Registration is mandatory, and you may register even with a partial equivalence. A CPI may not practise alone.
Comes after:
After the decision OIQ sends registration details. Register, pay, and use the title “candidat à la profession d’ingénieur (CPI)”.
OIQ’s pages differ on the registration fee within six months of equivalence (an exemption, 50% off, or $0 in the fee grid): check the fee grid and the portal before paying, and count the six months from the date on your decision.
With a partial equivalence, the registration fee follows the 0–6 month column, and there is no annual renewal fee until you obtain total equivalence.
The program takes at least 24 months and at most five years. Ask OIQ which date starts the five years if your equivalence is partial.
Fee: CAD 520 plus tax · Registration after six months from equivalence, also the annual renewal (within six months: see the grid) · Ordre des ingénieurs du Québec
How you know it is done When you appear in the Registre des CPI.
Why you see this The exam is not technical: it covers the professional system, the engineer’s role, ethics and laws.
Comes after:
Register through the emailed link at least a month before a session. It is in person in Quebec, with a pencil and photo ID, without any documentation.
It has 110 multiple-choice questions, is in French unless an exception applies, and lasts three hours.
From 2027, 18 of the 110 questions change once with the new theory content (the exam page says about ten new questions).
The pass mark is 60%. After two failures you must redo the theory blocks. Cancel or postpone at least four weeks ahead or pay again.
2027 dates are not yet announced and the exam changes with the new content: check the professional exam page when you register; your notice gives the date and place.
Why you see this Experience counts only from your technical equivalence date, under a supervisor OIQ approved before you start.
Comes after:
The supervisor must have been an engineer on the Tableau for at least three years, practised three of the last five years in a related function, and have no sanctions in the last five years. Usually your manager or an experienced colleague.
Periods shorter than six months are rarely accepted.
Declare the job and supervisor in the portal in the first month, and report any change within 30 days.
Work outside Quebec (such as in Sudan) after your technical equivalence date can be submitted, and processing fees may apply. The supervisor must be registered with that country’s regulator; ask OIQ before counting that work.
Six competencies with 28 elements. Close a period when you change job or supervisor or reach 24 months, complete your self-assessment, have your supervisor complete theirs, and send the report within 30 days. OIQ recommends waiting 12 months before submitting the technical competencies.
How you know it is done When you have submitted reports covering 24 months and your supervisors have completed their evaluations.
Why you see this Supervised practice needs a job in the field, and these programs encourage employers to hire you.
Comes after:
PRIIME: for immigrants or visible-minority members with no North American work experience in their field who are unemployed, often unemployed, part time or under-employed.
Wage subsidy (Subvention salariale): for people who are unemployed or struggle to find or keep a job. An agent assesses eligibility.
Apply for both through a Services Québec office.
How you know it is done When you know whether you qualify and have contacted Services Québec.
Why you see this Proof of schooling exempts you from the OQLF exam.
Transcripts showing three years of full-time study in a French-language institution (secondary or post-secondary), a Quebec secondary diploma (1985–86 or later), or a pass in Quebec’s French mother-tongue exam.
How you know it is done When OIQ records the language component as met.
Why you see this A legal requirement for a permit in Quebec. The exam is free; TEF and TCF are not accepted.
Open an account on OQLF’s French exam portal and complete the registration form. Once OIQ accepts your request, choose a session.
It is in person only at OQLF, 276 rue Saint-Jacques, office 400, Montréal, on weekdays 8:30–17:00. It lasts about three and a half hours including a 10-minute break: reading a case, a group discussion, a short written text and an oral activity. No dictionary.
OIQ’s page still says three hours; follow OQLF, which runs the exam.
If you fail, wait three months and retake; there is no attempt limit. Follow OQLF’s own page for details; your notice gives the time and address.
Published processing time: OQLF: results on the portal within 10 business days. (the body’s time, not your own time to complete)
How you know it is done When you receive the attestation of French knowledge.
Why you see this For someone who meets every requirement except French. Valid one year, renewable up to three times.
In the CPI portal, under “Volet linguistique”, tick the box to request the temporary permit.
You must sit the OQLF exam at least once in each year of the permit, or it is not renewed. OIQ and OQLF recommend registering for and sitting the exam at least three months before it expires.
Per OIQ’s FAQ: OIQ decides case by case, and this permit is usually issued to holders of a temporary project permit. Do not count on it before asking OIQ about your case.
The first-issue fee is not shown in the fee grid: ask OIQ when you request it.
Why you see this The title and reserved activities are only for people on the Tableau.
Comes after:
Register in the members’ portal and pay the annual dues, which include the basic liability insurance.
If you do reserved activities in private practice, you need additional insurance. OIQ has an online tool that tells you which applies.
Renew every year by March 31, complete 30 hours of continuing education every two years, and keep up your French. Report any criminal or disciplinary decision within 10 days.
Fee: CAD 665.45 · Dues 520 + taxes + insurance + Office des professions contribution (2026–2027 total) · Ordre des ingénieurs du Québec
How you know it is done When you appear on OIQ’s Tableau.
All engineering disciplines follow the same route. The discipline matters only for admission exams, if assigned.
Candidate to the engineering profession (CPI): covered
Engineer’s permit (ing.): covered
Temporary permit while only French is missing: covered · Part of this roadmap when French is the only missing requirement.
Washington Accord or France graduate: not covered · Not covered: they have a different document list and fee.
Member of another Canadian engineering association: not covered · Not covered: they have a shorter route with online training.
Temporary permit for one project: not covered · Not covered: OIQ says it is not a route to membership.
You can apply from anywhere, and OIQ says it is not linked to immigration status. But the French exam, the professional exam and admission exams are in person in Quebec.
Refugees, asylum claimants and protected persons get 50% off the admission and admission-exam fees, and must apply on the paper Type 4 form.
Quebec does not use the NPPE or the national competency system: OIQ has its own professional exam and training program.
Where a detail is unclear, the step names the official OIQ or OQLF page and what to check there.
