May apply to you
We do not recommend these until you answer the questions.
Why you see this The order: Gateway, PEBC with both Parts, language, the CPhM application, then a 600-hour internship and the jurisprudence exam in parallel, and finally the licence.
In Gateway, choose CPhM as your regulator. Gateway questions go to gatewayinfo@napra.ca; registration questions to registration@cphm.ca.
Why you see this The mandatory first step for every international pharmacy graduate (except Quebec). PEBC needs the Gateway national ID before Document Evaluation.
Comes after:
Enrol online and pay. You do not need to be in Canada.
Keep your national ID: you write it in the top right corner of the PEBC application. The profile stays active up to 10 years.
A pharmacy graduate from outside Canada counts as an IPG “regardless of citizenship”.
Gateway says that when you apply to the provincial regulator you need appropriate work authorization from IRCC, and pharmacy practical training is work.
Gateway purchases are not refundable; exceptions carry a $50 administration fee.
Why you see this PEBC verifies your degree, licence and identity. This is the assessment for pharmacists, not WES.
Comes after:
Open a PEBC Portal account with your name exactly as on your ID, print the paper application with a photo from the last year, have it witnessed, and send it by tracked mail.
A certified copy of your passport or birth certificate. A PR card is not accepted as primary ID. If you have no primary ID or your names differ, there is a statutory declaration with two IDs.
Your university sends the transcript directly to PEBC (by courier or official email to desubmit@pebc.ca), issued within a month of arrival. If your university is not yet PEBC-approved, send the syllabus.
Any document not in English or French: an original certified translation, stamped and signed on every page.
If not all documents arrive within two years of payment, the file closes without refund.
Published processing time: PEBC tells you what is missing within six weeks; the evaluation takes up to eight weeks once the file is complete. (the body’s time, not your own time to complete)
How you know it is done When you receive the successful results letter and the exam application appears in your Portal.
Why you see this PEBC needs an original declaration instead of a licensing statement. Some provinces (such as Saskatchewan) require prior licensure for their programs, so check your province’s steps.
Comes after:
An original declaration: “I have never been licensed anywhere in the world.”
How you know it is done When the declaration reaches PEBC.
Why you see this PEBC allows it for people completing their program outside Canada and the US.
All documents at least eight weeks before the exam deadline, a provisional transcript from the university, and the final transcript showing the degree at least five days before the exam.
How you know it is done When the final transcript reaches PEBC.
Why you see this PEBC needs transcripts and licensing statements directly from the institutions. We found no published rule for institutions that cannot respond.
Write to PEBC, explain your situation and ask in writing which route is accepted. Do not rely on anyone offering substitute documents.
How you know it is done When you have a written answer.
Why you see this NAPRA’s model, followed by most regulators; the overall score is not considered. Your regulator’s sitting rules are below.
IELTS Academic: reading 7, listening 7, speaking 7, writing 6.5. OET: B, B, B and C+ for writing. TEF Canada: reading B2, listening C1, speaking C1, writing B2.
Results are valid two years from the test date and go to Gateway as it instructs (IELTS through the online portal, OET by email to gatewayinfo@napra.ca).
CPhM also accepts IELTS General (reading 8, writing 7, listening 8.5, speaking 7.5), CELPIP (10/9/10/10) and TCF (reading 524, writing 14, listening 549, speaking 16).
Waiver: if your whole pharmacy program, clinical placements included, was taught and evaluated in English or French, your school sends CPhM’s attestation form directly. Evidence must be within two years of your CPhM application.
CPhM accepts combined results if the test provider allows them; validity runs from the oldest part.
How you know it is done When CPhM accepts your language evidence.
Why you see this Gateway shares the result with the regulator.
Scores: IELTS Academic 7/7/7 with 6.5 writing, OET B/B/B with C+ writing. Results are valid two years.
Why you see this From January 2027, after Document Evaluation you go straight to Part I. The evaluation is valid five years: if you do not pass Part I in that time, you need a re-evaluation.
Comes after:
Apply in the PEBC Portal by noon ET on the deadline and choose English or French. Book a Prometric centre (in Canada and abroad) or a remote exam.
2027 sittings: February (deadline November 19, 2026), May (February 18, 2027), July (May 13, 2027), November (August 5, 2027).
Four and a half hours on computer. Results are pass/fail only, within six weeks. Both parts must be passed within three years of each other.
Exam eligibility depends on sanctions compliance. If you will test outside Canada, ask PEBC about your country before paying.
Why you see this After passing it you are a “PEBC Certified Pharmacist”. Certification alone does not give the right to practise.
Comes after:
Choose six sites (or at least three); they cannot be changed after you submit. For French, register for the Montreal centre; not every sitting includes Montreal, so check that sitting’s site list before applying.
Eleven stations of seven minutes each, about six and a half hours at the centre. 2027 dates: February 21, May 30, November 6.
Why you see this After three failures, a fourth and final attempt is by petition and needs Board-specified remediation.
Comes after:
A feedback report arrives about eight weeks after results. Remediation must start after the results letter and finish within a year of the fourth attempt, with proof at PEBC three weeks before the exam.
Hand re-scoring only checks data entry, requested within 75 days. Exam content and attempt limits cannot be appealed.
Why you see this One of the two IDs must be Canadian. The criminal record check must come from a Canadian police service, and the abuse registry checks from Manitoba only.
CPhM does not say which immigration documents count as “Canadian” ID, or whether an intern needs a work permit. Gateway says regulators require work authorization when you apply. Ask registration@cphm.ca.
How you know it is done When you have a Canadian ID or a written answer.
Why you see this After the Certificate of Qualification and language. Approval registers you as an intern, and then you can start the internship.
Comes after:
Apply through Gateway, create a profile in CPhM’s Registrant Portal, and pay the application fee.
Documents: notarized copies of two IDs (one Canadian, one with a photo), a criminal record check with vulnerable sector search (choose EMPLOYMENT), Manitoba adult and child abuse registry checks, all within six months, the PEBC certificate or letter with your five-digit number, and language evidence.
A letter of standing from your licensing authority dated within 24 months, sent directly to registration@cphm.ca. If never licensed or you cannot get one: CPhM’s affidavit template, signed before a notary.
There may be an annual student and intern registration fee ($102 in 2026, $113 in 2027, plus GST), which the checklist does not list. Ask registration@cphm.ca whether it applies to you.
When approved, pay the initial registration and initial licence processing fees. You cannot go to the next step before approval and payment.
Fee: CAD 159 plus tax · Application fee (from January 1, 2027) · CPhM
Fee: CAD 631 plus tax · Initial registration processing fee, on approval (from January 1, 2027) · CPhM
Fee: CAD 421 plus tax · Initial pharmacist licence processing fee, on approval (from January 1, 2027) · CPhM
Published processing time: 10–15 business days, in the order received. (the body’s time, not your own time to complete)
How you know it is done When CPhM approves, you pay, and you are registered as an intern.
Why you see this You find the pharmacy and preceptor yourself. You cannot start before CPhM authorizes it.
Comes after:
The site must be able to give at least 400 hours of direct patient care. The preceptor must have been licensed in Manitoba for at least a year and must not be family.
The preceptor applies to CPhM. CPhM’s pharmacy directory and the Pharmacists Manitoba careers page can help you find one.
Published processing time: Preceptor approval: 7 business days. (the body’s time, not your own time to complete)
How you know it is done When CPhM tells you and the preceptor the internship can start.
Why you see this Required for international graduates, with at least 400 hours of direct patient care.
Comes after:
No more than 8 hours a day or 40 a week. Hours do not transfer between preceptors, and changing site needs advance approval.
The preceptor evaluates you at 200, 400 and 600 hours; forms go in within seven days. At the end, the preceptor sends the Statement of Completion.
If the preceptor is unsure, another preceptor chosen by the Registrar evaluates you for at least 40 hours. If the second also fails you, you may appeal to Council within 30 days.
How you know it is done When the preceptor signs the Statement of Completion recommending you for licensure.
Why you see this A mandatory step. It can be before or during the internship.
Comes after:
Register for the online pharmacy jurisprudence modules from the University of Manitoba, and email proof of payment and the completion statement to registration@cphm.ca. CPhM sends booking instructions.
Four attempts in any 24 months, four weeks between attempts. Results after 14 days; a pass is valid two years.
Fee: CAD 100 · Jurisprudence modules (University of Manitoba, 2026 page) · University of Manitoba
Fee: CAD 280 · Jurisprudence exam (from January 1, 2027, no GST) · CPhM
