Medicine (physician) licensing in QuebecChecked roadmap

Where you are, what is left and what you can do in parallel: from official sources.

Full roadmap checked against official sources

We checked this roadmap’s official sources between October 8, 2026 and October 9, 2026.

Where do you live now?

Why we ask: Some support programmes require you to be in Canada, and some credential options (such as WES Gateway) are for residents of Canada or the US.

Is your medical school listed in WDOMS with a Canada Sponsor Note that covers your graduation year?

Why we ask: Without this note you are not eligible for the Medical Council of Canada (MCC) exams and do not meet the common standard for a full licence.

Can your university send your official records directly?

Why we ask: A standard evaluation needs official records sent by the university. War or displacement can make this hard.

Categories and specialties in this roadmap

Family medicine and every specialty. Two routes: M.D. equivalence and residency, or the restrictive permit for practising physicians with sponsorship.

  • Regular permit and specialist certificate: covered
  • Restrictive permit – clinician (ECE/PRA): covered
  • Temporary permit (s.37, French): covered
  • Immatriculation and carte de stages (residency): covered
  • Restrictive permit – Québec-France ARM: not covered · Not covered: for holders of the French medical diploma only.
  • Selected professor permit: not covered · Not covered: faculty-led recruitment, not an application route.
  • Clinical associate: not covered · A project only; its conditions are not yet set.

The language of medical practice in Quebec is French. The CMQ requires no English test.

Only CMQ members may use the title of physician and practise medicine in Quebec. M.D. equivalence alone does not allow practice.

The CMQ uses inscriptionmed.ca, the French face of physiciansapply. French exam names: EACMC is the MCCQE, CNE is the NAC, LCMC is the LMCC.

Use the French fee grid: the English URL still shows 2024-2025 amounts. The grid does not say whether tax applies to most fees, so check the invoice in your account or ask demandepermis@cmq.org.

If the order asks for a document you cannot provide for reasons beyond your control and offers no solution, that is a valid ground for a free complaint to the Commissaire à l’admission aux professions.

A free Government of Canada tool that shows whether your occupation is regulated in your province and who regulates it.

Support and funding (loans you repay)

  • Foreign credential recognition loans (Government of Canada)

A loan you repay, not a grant. Up to $30,000 for exam fees, training and tuition, through organisations such as Windmill (Canada-wide), Achēv (Ontario), ISANS (Atlantic), SEED (Manitoba), ISSofBC and PICS (BC). Terms and eligibility depend on your status; the page has a search tool for providers near you.

For information only, not advice or an eligibility decision. The regulator has the final say, and your case may differ.
